CRITICAL: to change/reword ONE goal, use `edit` (NOT replace_all — replace_all rebuilds everything and will refuse to drop the other goals). Use replace_all only when the user wants to rebuild the ENTIRE list. When the user discusses goal changes and then approves them (e.g. 'this is fine', 'looks good', 'go with that', 'approved'), you MUST call this tool to persist the changes. Never respond as if goals were updated without actually calling the tool.
